SAP User Experience Monitoring is available for Enterprise Support customers (or higher support level)  with Solution Manager (version 7.1 and above)

It is part of the "Run SAP like a Factory" Program and therefore accompanied by a whole set of other tools and features in the area of Application Operations which provide a full featured Monitoring and Alerting Infrastructure for you IT Landscape.
