Solution
- Go to: \\usr\sap\<SID>\JCxx\j2ee\configtool
- Click on "configtool.bat"
- Navigate to:
instance -> server -> services

- Select service "tc~lm~ctc~cul~service_sda"

- Change startup mode from "always" to "manual"
- Restart the system
