You had installed 7.0 System with SP level 14 and you can't find template in Configuration Wizard

- Go to: \usr\sap\<SID>\DVEBMGSxx\j2ee\admin
- Click on "go.bat"
- Navigate to:
Server0 => Services => Configuration Adapter => CTC => UsageProperties =>

- Replace space with underscore
