I was co-lead along with Peg Kates from the SAP Industry Solution Management team on the "Public ROI" project at SAP in 2005 - 2006, and worked extensively with the Center for Technology in Government ("CTG"), at the University of New York, Albany. This project developed a new measurement / assessment methodology for governments to determine the operational, social and political value of their IT investments. See CTG's or SAP's global site for more details on this new methodology.
