As mentioned in CDS views: HowTo use in BW contexts, it is not possible to define a BW Condition(see 'Local calculations'& Conditions) for a CDS query by using a corresponding annotation. However, if the frontend supports this feature, a Condition can be defined and used on the fly and then also saved in e.g. a bookmark or AO workbook.
We first just run a so called Adhoc Query on a CDS Cube in RSRT
and then define the following condition:
The query result then changes to
So, the query result is as expected and this navigation state can also be saved in a bookmark.

The same query is now used in AO and saved in a workbook with an active condition(Filter by Measure):
